The prototype Rafale C flew in 1991, the first of two Rafale M prototypes flew later that year, the prototype Rafale B flew in early 1993 and the second Rafale M prototype flew later that year.
Initially the Rafale B was to be just a trainer, but Gulf War and Kosovo experience showed that a second crewmember is invaluable on strike and reconnaissance missions, and therefore more Rafale Bs were ordered, replacing some Rafale Cs.
Dassault used this designation (D for discret or stealthy) in the early 1990s for the production versions for the Armée de l'Air, to emphasize the new semi-stealthy features they had added to the design.

But in the wake of the tri-national Tornado program which had put the most emphasis on air-to-surface functions, it soon appeared that the prime requirement of participating nations other than France was predominantly on the air-to-air side.
Two of the types to be replaced had to be carrier-based with all the resulting implications in terms of force projection capability: fast-deployed, self-supporting and lethal with limited size.

Designed especially for the Aeronavale (French Navy Air Arm) is the carrier capable Rafale M. The Rafale M has for 80% the same structural design and for 95% the same systems as the Rafale C. It has strengthened main undercarriage, extended nosewheel suitable for catapult launch, hydraulically operated arrester hook, but has no folding wings.
The Rafale was also marketed in Europe but most countries prefer to participate in the US-lead JSF developement or prefer the Eurofighter Typhoon or the cheaper Saab Gripen.

The Rafale is a French twin-engine delta multirole fighter aircraft designed and built by Dassault Aviation.
The project was originally meant to replace England's and Germany's F-4 Phantom in 1977, but because of divergences on some specifications (France wanted SNECMA M88 reactors, England wanted Rolls-Royce RB199 and Germany wanted to use General Electric F404 motors), Dassault decides to withdraw from this project and to design its own multirole fighter.
The original project conducted to the Eurofighter Typhoon, whose perfomances are often considered lesser especially in ground attack.
