I would expect Dataphor to be usable for such a purpose.
No doubt Dataphor needs a lot more work, but I don't see that the effort *must* be commenced (again) from scratch.
If you decided you preferred a different style of language, or you weren't happy with Dataphor's current platform restrictions, you might have a case for starting again from scratch, but whether that would be a *business* case (hated term!) I have no idea.

I'm only aware of one such effort, Alphora's Dataphor which is currently proprietary and MS Windows-only.
Dataphor looks very interesting and well worth discussion as a separate topic.
Also, even the absence of implementations, it is my personal belief grown from hard-won experience that one should not be allowed to model data or write data manipulation statements and programs before understanding the relational model, because this will surely make for far more complicated, unreliable systems.

I've been teaching myself Dataphor, a product that I learned about through your Web site!  As a practice project, I've been rewriting a portion of a large Smalltalk application to use Dataphor, and I've been stunned to see just how much application code disappears when you have a DBMS that supports declarative integrity constraints.
I am trying to bring Dataphor to the attention of more people within my company, so an opportunity to have someone like yourself speak on relational database theory may present itself.  As you can imagine, many of our associates have product-specific knowledge, so we have plenty of people who need enlightenment.
Even if they use Dataphor they will also need to know fundamentals and there are not many who can educate on that.

The company Alphora has a product Dataphor which is a fairly mature (not open source) implementation of Tutorial D
I did have a look at Dataphor a while back.
One impressive feature was that it converted Tutorial D expressions as far as possible into SQL statements to be executed by the underlying DBMS product (which could be Oracle, SQL Server or whatever), thus taking advantages of whatever optimisations that product employed.
