Obey was born in Okmulgee, Oklahoma and grew up in Wausau, Wisconsin.
Obey is currently the ranking Democrat on the House Appropriations Committee.
In addition to serving in Congress, Obey is an avid musician and has played harmonica on three bluegrass albums recorded with his band, the Capitol Offenses.

Obey was much more critical than Lawton of Bush’s tax cut already approved, and the one still pending in Congress, after he invoked the often-quoted statement of Yogi Berra, “it’s deja vu all over again,” to compare the present situation with the one following the first Gulf War in 1991 when George Bush Sr.
Obey said that, added to the $1.2 trillion tax cut already approved but not yet in effect, there would be a $2 trillion impact on the economy.
Obey said he voted for the Democratic alternative, which would have provided a much smaller tax cut and would have left “money on the table,” but which still would not provide the health care that everyone is entitled to “economically and morally” but which is precluded by the total $2 trillion tax cut.
