Sir David Calcutt, who died on August 11 aged 73, was a Silk specialising in commercial cases and an inveterate chairman of committees and inquiries; he was best known for his two reports on privacy and the press.
Calcutt's Review of Press Self-Regulation in 1993 stated that the PCC, as constituted, was a "body set up by the industry, dominated by the industry, and operating a code of practice devised by the industry and which is over-favourable to the industry".
Barbara Calcutt, a psychiatric social worker, cut a dash by wearing tights in college colours, purple and indigo, and was as popular as her husband.

House of Commons Hansard Debates for 29 Jan 1993
It is, however, Sir David's central recommendation, concerning the future basis of regulation of the press, that is most relevant for the purposes of today's debate.
Sir David also identified the need for a further look at the Commission's code of practice, which would need to be amended to reflect more closely what was proposed in the privacy committee's report.
Sir David makes that point in paragraph 6.4 of his report, where he says that the Bill, which suggests that the press authority should have responsibility for promoting high standards of journalism, does not accept, except in relation to matters of accuracy, how such standards are to be attained.
