Caplan is the son of Elinor Caplan, who served as a cabinet minister at the federal and provincial levels.
Caplan was born in Toronto, Ontario, and was educated at the University of Western Ontario.
David Caplan contested his mother's former riding of Oriole in the subsequent by-election, and defeated his Progressive Conservative opponent, former federal MP Barbara Greene, by a significant margin.

Caplan's behavior led the CNJS board to adopt a rule that any board member who makes personal attacks upon another board member during a meeting will be summarily ejected from that meeting.

Caplan (he held a PhD plus his law degree, and thus had the "Dr." legit) was author of what I count as the first "modern" law review article on the Second Amendment, dating back to 1974, and was a member of the NRA Board for a great many years (30+ as I recall).

In the first study (Waters, Caplan and Rochon, 1995), we had subjects match sentences to pictures in a no interference condition and in two concurrent verbal load conditions: while retaining a random sequence of digits equal to their span and equal to one less than their span.
These patterns of performance are consistent with the hypothesis that the problem in syntactic processing in sentence comprehension that is seen in many aphasic patients results in part from reductions in their ability to allocate processing resources to the syntactic comprehension task.
