 USA: The Missing 13th Amendment
David Dodge, the principal researcher, argues that this 13th Amendment was ratified in 1819 and then subverted from the Constitution near the end of the Civil War.
Dodge investigated which seventeen states were in the Union at the time the Amendment was proposed, which states had ratified, which states had rejected the amendment, and determined that the issue hung on whether one last state (Virginia) had or had not, voted to ratify.
Dodge concluded, "Unless there is competing evidence to the contrary, it must be held that the Constitution of the United States was officially amended to exclude from its body of citizens any who accepted or claimed a title of nobility or accepted any special favors.

Economist's View: The Bank of Canada's David Dodge on Solving Global Imbalances
David Dodge, Governor of the Bank of Canada, discusses global imbalances in The Financial Times and how their resolution is a shared worldwide responsibility, but I thought I'd go back to a more extended version of his remarks from a September 9 speech.
David Dodge is doing an excellent job of stimulating a broader discussion on how global imbalances need to be addressed.
While Dodge suggests that addressing the U.S. imbalance " implies an increase in net U.S. exports and a decrease in net exports elsewhere in the world, as well as an increase in domestic demand in other countries", such a course of action (in part) implies slower global growth on the part of other exporter nations.

Not that there's anything especially wrong with David Dodge's Plunder of the Sun; I'm just not a big fan of the international-treasure-hunt genre, which actually made it a struggle to get through the book.
Dodge, best known for his novel, To Catch a Thief, wrote three Al Colby books (Plunder of the Sun is the second in the series), but they read well as standalones.

Dodge does go a little wrong with the ending of The Last Match in an attempt to give it a climax with some emotional weight, but the rest of this 315-page work (comparatively large for Hard Case Crime, but I'm not complaining) takes the reader on quite a ride.
From David Dodge, the author of "To Catch a Thief" (famously filmed by Alfred Hitchcock, starring Cary Grant and Grace Kelly) comes this previously unpublished work, written just before the writer's death in 1974.
