David Hedley Ennals, Baron Ennals, PC (19 August 1922 - 17 June 1995) was a British Labour politician and campaigner for human rights.
Ennals was elected as MP for Dover (1964-70), and Norwich North (Feb.1974-1983), and in 1976 became Secretary of State for Social Services.
Losing his seat in the General Election of 1983, he was created a life peer, as Baron Ennals, of Norwich in the County of Norfolk, and became Chairman of the United Nations Association the following year.

Lord Ennals, a former Labor Cabinet minister who campaigned all his life for causes such as the welfare of refugees, died Saturday.
Lord Ennals, whose full name was David Hedley Ennals, was chairman of the Ockendon Venture, which provides homes and educational opportunities for refugee children.
He is survived by his second wife, Katherine Gene Tranoy, and three sons and a daughter from his first marriage.

The payment, according to Mr Ennals, is designed "to provide a measure of financial support to people severely disabled as a result of vaccination, and to their families and others involved in looking after them." Compensation is different.
It is designed to compensate for the loss of a full life, as well as to provide the necessary help the damaged child will require for the rest of his or her life.

Martin Bright argues for a new generation to take over the Labour cabinet (17 July), but provides no good reason for this.
Arguably the most talented Labour cabinet minister in history, Barbara Castle, was needlessly sacked at the age of 65 to make way for somebody called David Ennals.
Today, Bright mentions Margaret Beckett as having been born during the Second World War, but that fact is irrelevant; she remains one of the most evidently competent in government.

A number of Parliament Members joined the anti-apartheid movements which were set up in Western countries.
Barbara Castle, David Steel and David Ennals were among the early leaders of the British Anti-Apartheid Movement, as was Robert Hughes, the present Chairman of the Movement who is attending the Delhi meeting.
Many Parliaments in Non-aligned Countries debated and passed legislation on sanctions and other measures against the apartheid regime, and Members of Parliament began to press for such action in the Western countries where the governments were opposed to sanctions.
