Harvey was born in 1935 in Gillingham, Kent, England.

A native of Atlantic Beach, Florida, Dr. Harvey received his degree from the University of North Carolina at Chapel Hill in 1981 and was awarded the most Outstanding Doctoral Candidate in Clinical Psychology.
He was a post-doctoral Fellow in Family Therapy at the Texas Research Institute of Mental Sciences in Houston.
