LOW, Sir DAVID ALEXANDER CECIL (1891-1963), cartoonist, was born on 7 April 1891 at Dunedin, New Zealand, third son of David Brown Low, pharmacist from Scotland, and his New Zealand-born wife Jane Caroline, née Flanagan.
Low created his world-famous character 'Colonel Blimp' in 1932: 'a rotund, bald, fierce gentleman with long white moustache', Blimp was the mouthpiece of reactionary opinion and confused thinking.
Low's draughtsmanship was in lineal descent from Phil May and, developed to a style bold and simple, never changed.

David Alexander Cecil Low was born on April 7 1891, in Dunedin, New Zealand, to Scottish-Irish parents.
A political cartoonist, caricaturist and illustrator, Low was self-taught, excepting a correspondence course at a New York school of caricature (c.1900) and a brief stay at Canterbury School of Art.
Low was particularly famous in the nineteen-thirties for his cartoons that ridiculed Hitler and Mussolini, and was added to the Gestapo fl list.

Released in 1977, Low proved that David had recovered from his somewhat flatulent "plastic soul" period with ease and was still relevant in the face of rock's new generation (Sex Pistols, Ramones, Elvis Costello, The Clash, Wire etc.).
Low ends with a feeling of resignation and doubt, which makes sense given the state of mind the drug-addled Bowie was in; which in turn precipitated his move to Germany.
I should note that "Low" came out at the (arguable) height of the punk movement so it sounded like nothing out there at the time and after the hit-and-miss blue-eyed soul of "Young Americans" and "Station To Station", this was a consistently brilliant surprise.

In 1993 Low was a member of the Russian Integration Team which worked for several months in Crystal City, Virginia to define the changes from the old Space Station Freedom to the new International Space Station.

All three albums (Low, "Heroes" and Lodger) featured the involvement of Brian Eno, whose presence is clearly audible throughout, though on Low he is working to Bowie's brief rather than in true collaboration and has only one shared composer credit on the album, Warszawa.
Though sounding initially dark and sinister because of the (then) unfamiliarity of the sounds, they are intended to be glowing and spiritual, a positive source of regeneration and optimism, that grew out of his impressions of the Eastern bloc, though it was to be another duo-decade before the Wall was to go.
'Low' was reported to have been initially rejected by RCA, while Bowie's initial plan to blend the vocal/intrumental tracks more was nixed- the first half ('Speed of Life' apart) finds vocal-songs, as the latter half showcases the instrumental side of things.

The record company begged Bowie not to release Low, but it became a surprise hit and holds up today as one of his most intense and influential albums, inspiring two excellent Berlin trilogy sequels, Heroes (1977) and the insanely underrated Lodger (1979).
It makes sense that Bowie released Low the week after he turned thirty, for the same reasons it sounds so timely today: Low is the sound of the slinky vagabond falling to earth, trying to catch up with the speed of life - and maybe even find some kind of home there.
