Milch went on to speculate that the large number of Jews writing for television might be because of the different life experiences a Jew might have over a Black.
Milch has made it clear in numerous venues that Steven Bochco’s role on NYPD BLUE was to deal with the network so he could concentrate on the creative side of the show.

David Milch was born in Buffalo in 1945, the second son of Mollie and Dr. Elmer Milch.
Milch was a clinical professor and chief of surgery at Buffalo General Hospital and, according to David, may have been the model for some of the personality traits exhibited by the character of Detective Andy Sipowicz on NYPD Blue.
Robert Milch is the medical director of the Center for Hospice and Palliative Care and is clinical professor of surgery at the UB School of Medicine and Biomedical Sciences.

David Milch, the Oracle of Imperial Beach, the co-creator with Kem Nunn of HBO's strange and wondrous "John from Cincinnati," was kind enough to indulge me in a few (but only a few) "what'd that mean" questions this morning as the hangover in the cerebral cortex from last night's season finale was really settling in.
Milch set out to challenge the conventions of TV storytelling with "JFC," even more so than he did on his last HBO series, "Deadwood," and in so doing he knew it would not be an easy sell in the climate of the smallscreen today.
Milch during our conversation flatly called the dealer "John's father." And after watching that scene again post-interview, it's pretty clear that the silver-haired dude (a great guest shot by Peter Jason of "Deadwood") is someone who's a little higher up on the org chart of the same firm that John's working for.
