Milliband must produce some new formula – perhaps re-examining the case for a basket of taxes and the return of the business rate to local councils, with a property tax remaining the principal source of funding – to try to fend off the inevitable political onslaught when properties are re-assessed in England in 2007.
Milliband's predecessor, Nick Raynsford, floated the idea of a low-key reorganisation of local government to achieve economies of scale, beginning with small district councils merging back-office functions – and operating joint departments and, maybe, joint chief executives – as a prelude to more formal mergers.

David Miliband's Observer article sought to defend Labour's record, but this sort of meaningless rhetoric is nothing new to the party.
However, it is important to remember that David Milliband has got where he is today by virtue of his great intellect.
As such a clever man he recognises that "we will only get the space to defend our record if we are clear about what hasn't worked as well as what has" And so he recognises that school can be boring and that "our arts and cultural organisations have so much to give".

Yet as David Miliband bounds into the grandly titled 'Nye Bevan' room in a flurry of shiny shoes and firm handshakes I can't help thinking that he too seems a little incongruous, like a premier league starlet sent out on loan to gain a few character building knocks.
It is also impossible to disagree when he argues 'that the case for those progressive values has not weakened in a hundred years since the Labour party was founded in places like this' or that 'an interdependent world needs cooperative values, solidarity and social justice more than ever'.
Yet David Miliband with his consistency of vision and intellect has the potential to move beyond the other pretenders, but only if he is prepared to once again step beyond the parapet and communicate the progressive values, not least in relation to the environment, that stretch beyond the timid conformity of the current political climate.

There is currently a campaign to discredit Gordon Brown who the Conservatives consider to be a far greater threat, and to promote David Milliband, as the Tories see Milliband as a far easier Labour leader to be targeted by CCO In any future Labour government.
