Owen was born in 1938 in the town of Plympton, beside Plymouth in Devon, England.
In 1976, James Callaghan became Prime Minister and Owen was made a Minister of State at the Foreign Office and was consequently admitted to the Privy Council of the United Kingdom.
In January 1995 Lord Owen wrote to President François Mitterrand as President of the EU to say that he wished to step down before the end of the French Presidency and at the end of May 1995, he was replaced by the former Swedish Prime Minister Carl Bildt.

Major-General David Lanyon Lloyd Owen CB, DSO, OBE, MC (October 10, 1917–April 5, 2001) was a British soldier and writer.
Eventually Lloyd Owen was evacuated to Italy, was successfully operated on, and told not to return to his former activities.
For his leadership in the Balkans, Lloyd Owen was awarded the DSO that year.

Opposed to the decision of the majority of the party to merge with the Liberals in 1987, Owen stood down but emerged in 1988 as leader of a rump SDP, which was eventually disbanded in 1990.
Owen was born in Plymouth and trained as a doctor before entering Parliament in 1966.

David Owen was staunchly opposed to an official merger of the two parties and after the creation of the new Social and Liberal Democrat Party (SLD) in 1988 he returned to lead a slimmed-down SDP.

In 1960 David Owen, a medical student at St Thomas' Hospital, London, joined the Labour Party, inspired particularly by the politics and integrity of Labour Party leader Hugh Gaitskell, whilst also moved by the conditions of poverty and squalor which he was shocked to encounter during his hospital work in London.
David Owen served as Deputy Leader of the new party from Oct 1982-Jun 1983, and Party Leader from Jun 1983-Aug 1987, but his efforts to steer the Party clear of a merger with its electoral allies, the Liberals, and retain its separate identity, were finally defeated by pro-mergerists in both parties in 1987.
David Owen retired as MP for Plymouth Devonport before the General Election of Apr 1992, having become the longest-serving Plymouth MP., and although accepting a Peerage, initially directed his energies away from political affairs becoming involved in international business ventures and developing a humanitarian charity Humanitas.

Pratten submitted it to me and I made a qualitative examination of the mineral in the humid way, and ascertained, from the reactions of the solution of the mineral with sulphuretted hydrogen, iodide of potassium, and ferro-cyanide of potassium, that the principal constituents were molybdenum and iron.
Owen for some fragments of [Molybdate of Iron] from Nevada City, California, and have made a few experiments with the same, but regret that the rarity of this substance prevented a fuller examination." In 1907, W. Schaller wrote on the subject.
Owen's article refers to an early edition of Dana's Mineralogy, a book which is still today widely regarded as the official catalogue of known minerals.
