David Palmer was a United States Democratic Senator for Maryland who ran for President.
Although he initially sought a second term, he bowed out of the race after the opposing candidate learns that David lied to the chief of police in order to protect his ex-wife, Sherry Palmer, who was under suspicion for involvement in a man's death.
Although not much is known about Palmer's family and personal life, he was married to Sherry Palmer, also an African-American, whom he divorced after losing trust in her.

I'll be the first to admit "24" goes through characters like band-aid's, but still, I don't think it can be assumed than any character's death is just a rating boast (if anything, the death of the wrong character can prove a rating drop in the long term).
In the last season of "24", David Palmer's death sets off a chain conspiracy which finds Jack Bauer (Keifer Sutherland) on the run when he is framed for the murder of Palmer.

The mid-season episode of Season One that ends with Senator David Palmer demanding to see Jack Bauer is just one example of the truly nifty plotting and drama.
However, the fact that Nina is early on accused and then cleared of complicity in the plot to assassinate Senator Palmer is a good setup for what comes later.
Although the writers seem to be lefties they are generally at pains to avoid being politically correct (or dramatically correct--which is why they were willing to kill off a major character at end of Season One).

I realize that Palmer's connection with Sherry has provided some of the show's most fascinating moments, but I think he's just as interesting in his own right.
His character is unique to both television and real-life.
Unlike the CTU plot, it seems like this was just the result of the writers realizing the original storyline wasn't going anywhere and trying to cover their asses.
