Penhaligon's decision to join the Liberal Party was inspired in 1963 when he was an important witness to a murder case.
Penhaligon was appalled by the practice of Capital punishment.
Penhaligon's wife Annette wrote his biography after his death; his son Matthew is an active member of the Liberal Democrats who has been selected as candidate for the Mayoralty of Hackney for the election in May 2006.

The Truro by-election, 1987 was caused by the death of David Penhaligon, the Liberal MP for Truro on December 22, 1986.
The candidate succeeding Penhaligon was his then research assistant on the economy, Matthew Taylor, standing with the backing of the Social Democratic Party as part of the SDP-Liberal Alliance.
After the election Anscomb lodged an election petition against the return of Taylor on the grounds that he had appeared on Channel Four News and BBC Newsnight without the other candidates, in breach of election law.

It was to great applause that Tyde was brought to the surface by team member Roy Morton on the evening of the 21st after five days of one of the most difficult rescues so far made by the team.
Visitors to the mine during the week of 15th May were unable to access the deepest part of Poldark Mine following an electrical fault on the main 4 inch submersible pump which resulted in flooding that at one time reached 20 feet above the bottom level.
Following the installation of stage pumping the level is once again dry thanks to the work of four members of Cornwall Mine Rescue Organisation: Dave Penhaligon; Simon Martin; Sarah Penhaligon and Darren Osborne who were assisted by Chris Fletcher.
