Interview with Willie Drye: Katrina and the Great Labor Day Hurricane of 1935   (Site not responding. Last check: 2007-11-04)
Representatives of several agencies were claiming they were in charge of the effort, and orders were being given and countermanded and there was a lot of tension.
It was finally resolved when Florida Gov. David Sholtz flew from Tallahassee to Miami, called a midnight meeting of representatives of all agencies involved at the McAllister Hotel, and told them he was in charge and basically dared anyone to challenge him.
There are a couple of major differences, of course, between the '35 aftermath and the Katrina aftermath -- the devastated area was much smaller and there were fewer victims, and people got there much quicker, so even though it may not have been well organized, at least people were getting help.

Florida's politicians were again captured, like in the 1920's, with a booming population and the need to provide facilities for this growth.
