DAVID WILMOT (1814-1868), American political leader, was born at Bethany, Pennsylvania, on the 10th of January 1814.
Although known as the Wilmot Proviso it really originated with Jacob Brinkerhoff (1810-1880) of Ohio, Wilmot being selected to present it only because his party standing was more regular.
Wilmot supported Van Buren in 1848 and entered the Republican party at the time of its formation, and was a delegate to the national conventions of 1856 and 1860.

In 1846 and 1847 the Wilmot Proviso, a short statement saying that slavery would not be allowed in territories acquired during the Mexican American War, was added to appropriations bills in the House of Representatives.
At 33 and serving his first term in the House, Democrat David Wilmot was a popular member from Pennsylvania whose anti-slavery views were not known at the time and he was liked by many Southerners.
Wilmot, appearing just before his name was called, responded "Aye," voting to add the amendment to the bill.

Wilmot was part of a small group of northern Democrats in the House who opposed slavery and who were willing to defy their national party leadership over the controversial subject.
Wilmot left Congress after three terms and failed in his bid to become governor of Pennsylvania in 1857, losing the election to Democrat William F. Packer.

Known as the Wilmot Proviso, this amendment was continually defeated over the years and led to his losing the 1850 election.
