As a result, the NRC Davis- Besse task force concluded that inconsistent enforcement may have reinforced a belief that alloy 600 nozzle leakage was not actually or potentially a safety significant issue.
Furthermore, Davis- Besse was not the subject of intense scrutiny in regional plant assessment meetings because plants perceived as good performers--such as Davis-Besse--received substantially less attention.
Given that FirstEnergy concluded that one of the causes for the Davis- Besse incident was human performance and management failures, the panel overseeing FirstEnergy's efforts to restart Davis-Besse requested that FirstEnergy assess its safety culture before allowing the plant to restart.

Press Release -- Congressman Dennis J. Kucinich (OH10) -- Kucinich on Davis Besse Restart
It is clear that First Energy failed to safely operate the Davis Besse power plant, the NRC failed to effectively regulate the nuclear power plant and both entities failed to place the health and safety of those living near this power plant above the profits of First Energy.
After the shutdown of Davis Besse, the NRC released a report that documented its ‘Lessons Learned.’ The report made a few recommendations as to how the NRC might avoid future incidents like the corrosion problems at Davis Besse.
The Nuclear Regulatory Commission (NRC) coaxed Davis Besse to shut down and soon thereafter workers found a hole in the top of the reactor.

Slammer worm crashed Ohio nuke plant network
Davis says the industry learned from the Davis-Besse incident, but that the breach didn't prove that connections between plant and corporate networks can't be implemented securely.

"If you break all the connections and allow no data to pass from anywhere to anywhere, you've got great security -- but why'd you put the digital systems in the first place?," says Davis.
