The Right Honourable Dawn Primarolo (born May 2, 1954, London, Mrs Ian Ducat) is a British Member of Parliament for Bristol South.
She is a member of the Labour Party and has been Paymaster General since 1999; she was previously Financial Secretary to the Treasury.
At the time she was regarded as a left-winger and is still often sarcastically referred to by Private Eye magazine as "Red Dawn", but is now a New Labour loyalist.

According to Ms Primarolo's letter, the EU agreement states that the Directive will only be implemented if the relevant territories apply either the automatic exchange of information or a withholding tax on the same terms as the Member States.
Ms Primarolo suggests in her letter that there are "several other issues of importance that are unresolved" between the UK and the Cayman Islands, and she specifically mentions the Government's wish to have the Cayman Islands Stock Exchange formally recognised for tax purposes by the UK authorities.

It states that the system was fair, was just, was not at fault, that all mistakes were ours etc etc etc. We even had the Press involved because OUR figures were RIGHT and everything that came from the tax people wasn’t just wrong, it was completely screwed up.
Dawn Primarolo should resign, be sacked and anything else vile that could happen.

At a debate last week, the paymaster general, Dawn Primarolo, was questioned by Labour MP David Drew about IR35 -- which treats some self-employed contractors as employees, rather than businesses, for tax purposes.
Primarolo indicated that there is no chance of the government changing one of the most hated aspects of IR35 -- that self-employed workers affected by the tax are entitled to a tax deduction of only 5 percent on their income.
IT contractors claim that it is unreasonable of the government to expect them to keep up with the latest technology out of this 5 percent allowance alone -- and many have threatened to leave the UK at a time when there are serious worries about shortages of skilled IT workers.

AMONG the mass of information sent in by readers incensed about IR35, the Inland Revenue's measure against IT professionals who set themselves up as companies, was a copy of a letter from Dawn Primarolo, the Paymaster General, admitting it could possibly harm the competitive position of British workers by putting their costs up.
Primarolo was known as Red Dawn before she became a minister so the comment is in character.
But what they have to grasp if they are to be an effective government is that capitalism is intrinsically unfair in the short term but out of that comes wealth creation which makes even the unfairly-treated better off than they would otherwise have been.
