  Review of the Dayton Accords
Unless the civilian components of the agreement are fully implemented and greater arms reductions carried out, IFOR may simply provide a time out for the warring parties before they resume the war in 1997, rested and rearmed.
Unfortunately, this agreement on Human Rights does not take into consideration the war-like situation at hand and thus is very similar to agreements in countries that are not at war.
This agreement calls upon the UN Security Council to designate a High Representative who is to carry out the tasks of the Agreement and be in charge of the implementation of a peace settlement in RBH.

Dayton Agreement - Wikipedia, the free encyclopedia
the Dayton Agreement or Dayton Accords (or even Dayton-Paris Agreement') is the name of the peace agreement reached at the Wright-Patterson Air Force Base in Dayton, Ohio.
In a far-from-subtle hint of the consequences should agreement not be reached, early in the talks a dinner for the participants was held in a hangar at the nearby U.S. Air Force Museum.
The agreement mandated a wide range of international organizations to monitor, oversee, and implement components of the agreement.

Dayton said the bill also authorizes an across the board pay raise of 4.1 percent for military service members, and an additional targeted pay raise for mid-career personnel that will result in pay raises ranging from 5.5 to 6.5 percent.
Dayton, who pushed for the funds, said the project would replace temporary facilities built in the late 1960s with a modernized complex that is better equipped to support the base.

A dead-letter Dayton is the surest way to jeopardize the peace of Bosnia and the region as a whole.
The lesson of Dayton is not only that the nature and details of a peace agreement must punish the aggressors and achieve a measure of justice, but also that the success of peace is most decided by the personalities who sign the agreement.

Just as the Dayton agreement is a sound and practical blueprint for a peaceful, democratic and prosperous Bosnia, it does not resolve every issue nor does it promise that the international community will solve every problem between competing interest groups in the country.
While Dayton does outline the key institutions and responsibilities of a stable democratic state, it is up to the people of Bosnia and the leaders they choose to use the Dayton blueprint to build their new country with its new institutions to take its new place in Europe.
Dayton was, of course, a compromise agreement, and a difficult one at that.

 Bosnian Congres - constitution
The Dayton Agreement is in violation of the Constitution of the Republic of Bosnia and Herzegovina and this is why a legal suit against the Dayton Agreement has been filed with the Supreme Court (Constitutional Court) of the Republic of Bosnia-Herzegovina in Sarajevo.
The "Dayton Constitution" was not adapted according to procedures required by the Constitution of the Republic of Bosnia-Herzegovina and as such is not valid.
Even if the constitutionality of the Dayton Agreement were conceded, up to now, many provisions of the Dayton Agreement were not complied with, such as a free return of refugees to their homes and, therefore, it is obvious that the Dayton Agreement has annulled itself.

Total Defeat of the Authorities from Pale
At the moment the negotiations in Dayton were about to end, one of the members of the Serb negotiating team from Pale (probably the chairman of the parliament Momcilo Krajisnik) told the Bosnian Serb news agency 'Srna' that there was a deep disagreement in the Serb delegation.
Krajisnik, this time with his full name, made a statement after signing of the agreement had been made public and said that the part of the negotiating team from Pale had not accepted the agreement and that it was done, practically by force, by Milosevic.
After their return from Dayton, two days of tedious and unpleasant talks with Milosevic were in line for the Bosnian Serb leaders, and, as well-informed Serb sources claim, serious rebukes and even threats.
