Phillippe de Longvilliers de Poincy (1583 - 1660) was a French nobleman and Bailiff Grand Cross of the Knights of St John.
When the French king sent De Thoissy to relieve him, de Poincy refused to let him land.
When de Poincy died at the age of 77, he was buried in Basseterre, probably in the grounds of what is now St George's church.

Three years later de Poincy formally deeded his islands to the Knights of Malta although the King of France retained sovereignty.

HOUDETOT, Francois Lauriot de (hoo-deh-to'), French adventurer, born in Avranches in 1617; died in Martinique in 1659.
The expedition proved unsuccessful, and Poincy, sailing for Martinique, summoned Houdetot to submit to his authority, promising him the government of the colony.
The colony being again pacified, Houdetot was sent with a force of 100 men to Santa Alousia, or Santa Lucia, conquered it from the Caribs in 1648, and, importing some laborers from Martinique, established a colony.

The Clown troupe is a somewhat unique phenomena in the English speaking Caribbean and is thought to be a legacy of the renowned French Governor Lonvillier de Poincy, a gentleman who ruled French interests in the Caribbean in the 17th Century and who resided in his Chateau in the hills overlooking Basseterre.
It was there he held court and the magnificence of his hospitality and the entertainment he provided were celebrated by visitors to the island.
The French seemed to have had a large influence, especially during the governorship of PhiIlipe de Poincy who is reputed to have hosted troupes of dancers from France at his chateau at Fountain Estate.

The rest of his life was devoted to the people of Martinique, who repaid his zeal for their welfare with ingratitude during his life, but appreciated his great qualities after his death.

 Vacation St. Croix - History of St. Croix
Next St. Croix was purchased from the French and for three years it was owned privately by a man named de Poincy.
A revolt of the colonists nearly ensued and de Poincy quickly gave the island to the Knights of Malta in 1653, taking a fat tax write-off against profits he had from various French islands.
By the mid-18th century St. Croix was a major agricultural site, complete with smuggling, rebellious slaves, and much carping about the trade restrictions imposed the Company (shades of de Poincy).

Upon the resignation of M. de Poincy (a French planter and member of the Order) as the King's governor, the Knights of Malta petitioned the royal court of France for sovereign control over St. Croix and some surrounding islands.
Bonded labor was imported to serve on the sugar plantations, as the use of African slaves was not yet the accepted practice in the Caribbean.
Since the EU has already extended Sealand a certain degree of de facto recognition, it remains to be seen how these plans will develop.
