Dead on arrival - Wikipedia, the free encyclopedia
Dead on arrival or DOA is a notation that a patient was brought to a hospital and immediately pronounced dead by a physician.
Also, Dead On Arrival is a New York heavy metal band founded by drummer Rick Ferrusi, and is sometimes abbreviated as D.O.A. Colloquially, anything which is received in a non-operational (broken) state can be called DOA or dead on arrival.
If a new product, such as a computer, arrives "DOA" then it is likely that the recipient will call the supplier to get a Return Merchandise Authorization (RMA), a transaction that acknowledges that (apparently defective) goods will be returned to the supplier for refund, replacement or credit.

 DIAGNOSING DEAD ON ARRIVALS
Given a choice, most technicians would much rather work on a "Dead On Arrival" (DOA) vehicle that comes in on the end of a tow truck hook than one which drives in under its own power with an intermittent driveability problem.
Once that’s been done and the necessary repairs have been made, the satisfying sound of the engine starting is living proof that it’s often easier to resurrect the dead than it is to heal the living.
If the engine cranks normally and roars to life, you can assume the no start was due to a dead battery or a charging problem that allowed the battery to run down.

Dead on Arrival: The Fate of Nature in the Scientific Revolution - Culture Change magazine #20
The role of science in Western thought since the 17th century, as a model of the use of reason and the need to marshal evidence to establish certain knowledge, has been recounted in many studies and is a central theme in a number of history books.
Among the educated classes and those influenced by them (through sermons, pamphlets, etc.), belief in a nature that was fundamentally dead became the dominant view.
In a nutshell, the new teaching was that nature consisted of dead matter.

D.O.A. He used the Sex Pistols’s apocalyptic tour of America as an allegorical stage on which to set his vision of an entire subculture’s downfall.
D.O.A. was saturated in an oppressively post mortem atmosphere enhanced by the unique sound editing of frequent Kowalski collaborator, Val Kuklowsky.
The film proved to be his most complex and problematic venture since D.O.A. An early showing at the 1999 Toronto Film Festival marked the beginning of the end of a decade-long struggle to dissect a story only Kowalski could properly tell: the life of proto-punk guitarist and junkie figurehead Johnny Thunders.

Dead on Arrival, Colin Gordon meticulously analyzes the political history of health-care reform in the United States.
Rather than simply blame a culture of individualism that spurns collective solutions, political institutions that combine diluted federal power with two party dominance, or the weakness of working class organizations and unions, he chronicles the events and the players who dominated the process.
