		President Bush on December 12 hailed the political transformation that Iraq has achieved, but cautioned that Iraq still faces significant challenges as it seeks to consolidate its nascent democracy.
		The president outlined the common foundations of successful democratic societies, which he identified as the rule of law, freedom of speech, freedom of assembly, a free economy and freedom to worship.
