 Why December 25?
December 25 was observed as "the birthday of the sun." Because the sun god was identifed with Mithra, a very popular god at the time, pagan celebrations occurred throughout the empire (see Clement A. Miles, Christmas, New York: Frederick A. Stokes Company, 1912, 23).
December 25 was chosen not because it had somehow been proven from extra-biblical sources that Christ was definitely born on December 25.
Though there no direct evidence that proves that the Church of Rome deliberately chose December 25 so that Christ's birth would replace "the birthday of the sun," we do have sermons from fathers of the church who soon after this used this line of reasoning.

The Puritans and other Protestant groups were right when they said that Christmas observations in December had their origins in pagan festivals of the winter solstice, and that no one knew in what season Christ was born.

The eventual choice of December 25, made perhaps as early as 273, reflects a convergence of Origen's concern about pagan gods and the church's identification of God's son with the celestial sun.
Most easterners eventually adopted December 25, celebrating Christ's birth on the earlier date and his baptism on the latter, but the Armenian church celebrates his birth on January 6.

According to the most tenable hypothesis, Christ's birthday was assigned to the winter solstice (December 25 in the Julian calendar, January 6 in the Egyptian) because the date had a ready-made pagan holiday, the "Birthday of the Invincible Sun" (or "ancient Saturnalia debauch," as you put it).
One theory holds that this is the right date, postulating that Zachary was high priest and that the Day of Atonement fell on September 24, ergo, John the Baptist was born on June 24 and Christ dropped in exactly six months later on December 25.
Another guess works backward from the supposed date of the crucifixion (March 25), figuring that Christ was conceived exactly 33 years before he died, True Believers having no use for fractional numbers.
