Among other issues, the laws of war address declaration of war, acceptance of surrender and the treatment of prisoners of war; the avoidance of atrocities; the prohibition on deliberately attacking civilians; and the prohibition of certain inhumane weapons.
It is a violation of the laws of war to engage in combat without meeting certain requirements, among them the wearing of a distinctive uniform or other easily identifiable badge and the carrying of weapons openly.
Some treaties, notably the UN charter (1945) Article 2, and some other articles in the charter, seek to curtail the right of member states to declare war; as does the older and toothless Kellogg-Briand Pact of 1928 for those nations who ratified it.

However, the Ireland Act 1949 was passed by the Parliament of Westminster and gave citizens of the Republic of Ireland a status similar to that of other citizens of the Commonwealth in UK law.
The declaration of a republic in the Fiji Islands in 1987, after military coups designed to deny Indo-Fijians in Fiji political power, was not accompanied by application to remain.
The most important statement of the Commonwealth's principles is the 1991 Harare Declaration, which dedicated the organisation to democracy and good government, and allowed for action to be taken against members who breached these principles.

Zionist leaders met in the Biltmore Hotel in New York, and declared their support for a Jewish Commonwealth and renewed immigration, in open defiance of the British mandatory authorities.
- The "letter" from Lord Balfour to Lord Rothschild, declaring that the British government "view with favor" the establishment of a Jewish National Home in Palestine.
This was to be the basis of the League of Nations Mandate for Palestine, granted to Great Britain.
