The Declaration of Pillnitz on August 27, 1791, was a statement issued at the Castle of Pillnitz in Saxony (south of Dresden) by Emperor Leopold II and Frederick William II of Prussia.
Calling on European powers to intervene, this declaration was intended to serve as a warning to the French revolutionaries not to infringe further on the rights of Louis XVI, and to allow his restoration to power.
France misunderstood this document thinking Leopold actually was going to declare war, so the French listened to the voices of radicals such as Brissot, who wanted war.

In response to Louis XVI’s capture and forced return to Paris, Prussia and Austria issued the Declaration of Pillnitz on August 27, 1791, warning the French against harming the king and demanding that the monarchy be restored.
The Declaration of Pillnitz was issued to force the French Revolutionaries to think twice about their actions and, if nothing else, make them aware that other countries were watching the Revolution closely.
Although the Girondin leader, Brissot, wanted Louis XVI to remain in power, he felt threatened by the Declaration of Pillnitz and rallied the Legislative Assembly to declare war against Austria on April 20, 1792.

Martin complained that the Constitution declared such behavior to be acts of treason, and proposed that the Constitution be amended so that acts of war committed by states against the union be regarded not as "treason" but as being regulated by "the laws of war and of nations."
In response to these events, Austria and Prussia jointly issued the "Declaration of Pillnitz," calling upon the monarchs of Europe to intervene in France to restore Louis XVI to the throne.
The declaration was mostly symbolic, insofar as the Declaration officially required the cooperation of all the major powers of Europe, and it was well known by all that Britain had no intention of joining such a crusade.
