  Recommendations Upon Declassification
Upon declassification, the CSE may determine that the effects of a student’s disability may continue to prevent the student from demonstrating the achievement of certain knowledge and skills and, as a result, the student may continue to need the testing accommodations previously documented on the IEP.
If, prior to declassification, the CSE has determined that a student has a disability which adversely affects the ability to learn a language and has excused the student from the language other than English requirement for graduation, and this has been documented on the IEP, this exemption would continue upon declassification.
Declassification Support Services to be provided during the first year that a student moves from a special education program to a full-time general education program.

This long-awaited revision to EO 12958 of 17 April 1995 is significant because it institutionalizes automatic declassification as an essential element of the classification process.
The major innovation of EO 12958 was the introduction of automatic declassification of non-exempted information after twenty-five years, whether or not it had been reviewed for release.
Not only does it virtually institutionalize automatic declassification, it also commits agencies to finish cleaning up the backlog of older material of historical value within the next three and a half years.

 DECLASSIFICATION ANALYSIS
Declassification is inevitably a political process: when the government decides what evidence to release, that decision is necessarily determined in large part by political considerations.
The plausibility of those conjectures about general declassification policy can also be assessed in political terms: one can ask whether it serves a rational political purpose to suppress historical evidence of a particular sort.
This is the basic reason for being interested in declassification analysis, but there are a couple of other reasons why this method is of value.

Requests for mandatory review for declassification should be directed to the Department of Labor, Office of the Assistant Secretary for Administration and Management (OASAM), Washington, DC 20210.
The Committee is authorized to overrule on behalf of the Secretary, Agency determinations in whole or in part, when it decides that continued protection is not required.
In evaluating requests for declassification the DOL Classification Review Committee will require the DOL office having jurisdiction over the document to prove that continued classification is warranted.

Declassification authority is not required for simply canceling or changing classification markings in accordance with instructions placed on a document, directions found in a security classification guide or declassification guide, or instructions received from a declassification authority.
Special control notices, identification of classification sources, and downgrading and declassification instructions must either be marked on the face of the document or be placed on a separate sheet of paper attached to the front of the document.
If information has been marked for declassification at 10 years from its date of classification and the duration of classification is subsequently extended, the "Declassify on" line shall be changed to show the new declassification instructions, the identity of the OCA or other authority authorizing the extension, and the date of the action.

The National Security Archive's experience with the U.S. government's declassification process has been a varied one, as it should be given the great diversity of its declassification requests during more than fifteen years of effort.

 MOYNIHAN DECLASSIFICATION BOARD APPROVED
Originally introduced as the Public Interest Declassification Act (S. 1801), the bill was the last vestige of Senator Daniel Patrick Moynihan's once ambitious effort to reform the national security classification and declassification system.
The legislation which was wrapped into the Intelligence Authorization Act of 2000 (H.R. 5630) creates a Public Interest Declassification Board whose charge is to promote openness, to support Congress in its oversight of declassification, and to make recommendations to the President on classification and declassification policy, practices, and procedures.
The consensus of many historians and many openness in government advocates was that the leak-language in the redrafted Senate bill was still objectionable, and that it would be better to see the Moynihan provision not enacted this session than to see an objectionable leak provision pass Congress.
