The plateau portion of West Virginia is largely covered by hardwood forests, but along the Ohio river and its principal tributaries the valuable timber has been removed and considerable areas have been wholly cleared for farming and pasture lands.
The bituminous coal of West Virginia is a particularly good coking coal, and in 1905, 1906, 1907 and 1908 West Virginia ranked second (to Pennsylvania) among the states of the Union in the amount of coke manufactured; the Flat Top district is the principal cokemaking region.
Berkeley and Jefferson counties lying on the Potomac east of the mountains, in 1863, with the consent of the " Reorganized " government of Virginia voted in favour of annexation to West Virginia.

European moving westward often bypassed settling in the mountainous and wooded regions of western Virginia (much of which became the newly-formed State of West Virginia in 1863) to reach the valley of the Ohio River, and the fertile plains beyond.
In an area of southern West Virginia not yet reached by either the CandO or the NandW, there was land owned by many others, including Peter Cooper (1791–1883) and Abram S. Hewitt (1822–1903) (or their estates and heirs), Henry Huttleston Rogers (1840–1909) and William Nelson Page (1854–1932).
Apparently because the Deepwater Railway in West Virginia and Tidewater Railway in Virginia were each under the jurisdiction of their respective states, an association between the two little railroads was not identified initially by the various lawyers for the Chesapeake and Ohio Railway and the Norfolk and Western Railway.

Page was one of the more successful men who developed West Virginia's rich bituminous coal fields in the late 19th and early 20th centuries and build the railroads to transport the coal.
Former West Virginia Governor William A. MacCorkle described him as a man who knew "the land as a farmer knows his fields." He was also an energetic entrepreneur.
