The Defense Advanced Research Projects Agency (DARPA) is an agency of the United States Department of Defense responsible for the development of new technology for use by the military.
DARPA was responsible for funding development of many technologies which have had a major impact on the world, including computer networking (starting with the ARPANET, which eventually grew into the Internet), as well as NLS, which was both the first hypertext system, and an important precursor to the contemporary ubiquitous graphical user interface.
SPO is developing technologies to counter the emerging threat of underground facilities used for purposes ranging from command-and-control, to weapons storage and staging, to the manufacture of weapons of mass destruction.

 National Defense Research Committee - Wikipedia, the free encyclopedia
The National Defense Research Committee (NDRC) was an organization created "to coordinate, supervise, and conduct scientific research on the problems underlying the development, production, and use of mechanisms and devices of warfare" in the United States from June 27, 1940 until June 28, 1941.
It was superseded by the Office of Scientific Research and Development in 1941, and reduced to merely an advisory organization until it was eventually dissolved in 1947.
The NDRC was created under the aegis of the Council of National Defense, which had been created in 1916 to coordinate industry and resources for national security purposes, by an order of President Franklin Delano Roosevelt on June 27, 1940.
