Defense Threat Reduction Agency - Wikipedia, the free encyclopedia
The primary mission of the Defense Threat Reduction Agency is to reduce the threat to the United States and the world from weapons of mass destruction (that is, nuclear, biological, radiological, and chemical weapons).
The Defense Threat Reduction Agency (or DTRA) is an office of the United States Department of Defense whose primary function is to analyze potential threats to the United States of America, both homeland and abroad, and provide contingency plans for all such scenarios.
The Defense Threat Reduction Agency was established in 1998 by the consolidation of several previous organizations in the US Department of Defense, including the Defense Special Weapons Agency (successor to the Defense Nuclear Agency) and the On-Site Inspection Agency.

Jay is the Director of the Defense [Threat Reduction] Agency.
DTRA will be doing this through a wide variety of approaches, whether it be in terms of treaty compliance, cooperative threat reductions, counterproliferation, active deterrence, etc. There's a whole domain of areas that we need to look at in terms of countering this threat.
To deal with the future threats, and the future may be uncomfortably close -- in fact you could argue in some cases the future may be well behind us with some of these instances -- we'll need to build new relationships to other partners, both inside and outside of the Department of Defense.

Last fall, Hamre said, as defense leaders set out to streamline the department, they realized no national security mission would be more important over the next decade than threat reduction.

For example, use of industrial chemicals as weapons was reportedly threatened against Serbian forces in the defense of Tuzla, and Serbian forces are reported to have intentionally targeted industries in Kutina and Sisak during the conflict with Croatia.
The increasing threat is due both to the more frequent use of industrial chemicals and infrastructure as weapons of war and opportunity, and to recent military operations in urban and industrial environments where accidents or terrorism may cause large-scale chemical releases.
For threat assessment purposes, it is impossible to know all possible combinations of the type of the event, the toxic material involved, the atmospheric conditions during and following the release, and the time of exposure.
