Palestine was divided between the Vilayet of Beirut and the Sanjak of Jerusalem.
A "Palestinian" can mean a person who is born in the geographical area known prior to 1918 as "Palestine", or a former citizen of the British Mandate territory called Palestine, or an institution related to either of these.
Britain used the term "Palestinian" to refer to all persons legally residing in or born in the boundaries of the British Mandate of Palestine without regard to their ethnicity, religion, or place of origin.

I've already argued that there is no moral equivalence between Israel and the Palestinians, but that same argument does create an ontological equivalency between Israel and Hamas and I'm seeing a lot of moral equivalency in their current behaviour.
The Palestinians, because they are not a collective, are not responsible for terrorism, even when it is undertaken in their name by some collective entity.
The Palestinians are not even a member of the same category as Israel, and thus no moral equivalency is possible.
