 | | Terrorism is a method of combat in which random or symbolic victims serve as an instrumental target of violence. |
 | | Some commentators are of the view that "terrorism", by definition, is what an interested party thinks it is. In other words, what terrorism is, or is not, very often depends on whether one is a victim, or a perpetrator, of the crime of terrorism. |
 | | Partly because international terrorism is not defined, and partly because there are no legal ways to respond to violent terrorist attacks, victim states often find themselves in breach of international law itself under the pretence of self-defence, by resorting to methods sometimes similar to the ones it denounces. |
