Prime Minister Ehud Olmert met Tuesday evening with Knesset Members Moshe Gafni and Avraham Ravitz from the Degel Hatorah faction (part of the United Torah Judaism party) in order to discuss an option of negotiations on joining the coalition, on the backdrop of the possibility that the Labor Party will leave the government.
It appears that the parties will now begin discussing the possibility of Degel Hatorah supporting the government from the opposition, although the government will first be required to prove that it is implementing the demands raised during the talks.
The Degel Hatorah faction presented a number of preconditions for negotiations, which included the allocation of budgets for the maintenance and renovation of schools belonging to the ultra-Orthodox education system, as well as the budgeting of transportation.

Degel HaTorah (or Degel haTorah) (דגל התורה Hebrew for "Flag/Banner [of] the Torah") is an Israeli mostly Ashkenazi Haredi Judaism political party with a small number of seats (2-3) in the Knesset, Israel's national parliament.
Degel HaTorah mostly reprents the so-called "Lithuanian wing" of the non-Hasidic Haredim (known by some as "Mitnagdim") as opposed to the Hasidic dominated Agudat Israel party.
The Degel HaTorah party was founded as an independent party by Rabbi Elazar Shach in 1988 splintering off from Agudat Israel because of policy disputes with the Hasidic rebbes within Agudat Israel which had been the only party for all Ashkenazi Haredi Jews in Israel.

In the 1980s Rabbi Elazar Shach, leader of Israel's "Lithuanian" Haredi Jews and its pre-eminent rosh yeshiva ("yeshiva dean") at the time, split with Agudat Israel and created the new Degel HaTorah ("Flag [of] Torah") party, that was Haredi but not beholden to the Hasidic leaders who controlled Agudat Israel.

UTJ is a sometimes-uneasy union of two parties, the Hasidic Agudat Yisrael movement and the primarily Lithuanian Degel Hatorah (Torah Flag), and earlier reports indicated that the former wanted to join the government while the latter didn't.
The fact that Rabbi Eliyashiv's roots are with Degel Hatorah rather than Agudat Yisrael, though, may diminish this report's credibility, and both parties are aware that they might have difficulty meeting the electoral threshold by themselves.
Given the previously stated positions of some of the Degel Hatorah sages, I think UTJ's participation was a genuine toss-up.
