When Degra confides in Archer that he is the one who had been ordered to design the Xindi weapon, you can see the anger in Archer's face well up and the restraint that takes place as he holds back his emotions so as not to give away the ruse.
Degra is a man who would do anything to protect his children, and you have to admire that dedication to one's family.
After Degra keyed in the new setting for their destination, I thought it was clever when Archer asked Degra how long it would be before they got to the Red Giant -- when in actuality he was asking T'Pol for the E.T.A. I was not expecting the second ruse.

Degra doesn't want to believe it, but he can't deny the facts around him: the shuttle, the stars outside the viewport, the prison tattoo, the bloodworm slithering just beneath his skin, and the inherent plausibility of Archer's story, which he continues once they've disabled the Insectoid ships.
Degra and the others were hostile, and, of course, convinced that Earth was such a threat that their mission was entirely justified.

Strategem   (Site not responding. Last check: 2007-10-21)
It begins from the perspective of Degra, the Xindi-primate scientist who is kind of the Robert Oppenheimer of his species as the primary designer of its doomsday weapon intended for the annihilation of Earth.
Degra has a difficult time believing all of this, especially coming from a man he sees as an enemy, but Archer has both convincing answers and other measures of proof, like their matching prison tattoes and the Regulan bloodworm Archer extracts from Degra’s forearm that he says is used by the insectoids in their interrogations.
So, presto-chango, Archer and Degra are on a ship several years later fleeing some insectoids, and the cap’n has a subdermal transceiver through which his crew is feeding him all the info he needs to be convincing.

Ex Astris Scientia - Star Trek Enterprise (ENT) Season 3, Part 2
Degra finds himself on a shuttle, escaping from an Insectoid prison after three years he allegedly spent together in one cell with Archer.
As for Degra himself, probably nothing could really explain his swift change of mind, and the fact that he suddenly fights his own race, even if from his point of view Archer may be the lesser evil.
But at least Degra's deliberation is a sign that there may be a consensus in the end -- something that we honestly wouldn't expect to be achieved by Archer even if he gained the upper hand and afford leniency.

So Degra is dead, and what a loss that will be for the show...not only in the arc, where he was Archer's closest ally, but in terms of moving character development, for Randy Oglesby played beautifully off both Scott Bakula and Connor Trinneer.

It's quite a whiplash-like turn of events, and Degra, while still cautious, has clearly turned the corner and seen the duplicity that his own people (or, more specifically, the reptilians and insectoids) are capable of.
On a plot level, the story keeps things moving along, and includes a scene where Degra and part of the Xindi council seek answers from a mysterious female sphere-builder (Josette DiCarlo) who communicates with them from her people's "transdimensional realm." I'd say it's pretty obvious she is not to be trusted.
Degra perhaps senses this -- and at the very least wants more information -- so he sends the Enterprise a coded transmission with the coordinates and date for a rendezvous.

Degra suspends his suspension of disbelief as Phelps can't satisfy Degra's familiar inquiries so Degra cuts him with a secret knife (since Phelps can't defend himself even after a warning).
Never entirely fooled, Degra admits humans are skilled at deception but sasses that he only "gave you what you thought you wanted." No matter- Phelps says they've adapted the Xindi's "phased deflector pulses" and will pop to Azati Prime in no time.

It is still possible that the shuttle may form a part of the larger ship's hull, or T'Pol was for once mistaken about the ship type she spotted or about its capabilities.
But in "Azati Prime" and "Damage" we see Degra's vessel alongside a ship of type 1, and it doesn't seem to be longer than 35m here, unless the Reptilian type 1 has been scaled up too.
As Degra's command ship, on the other hand, it would better be larger (in its function as a moderately armed command ship carrying shuttles), but usually doesn't look longer than 40m in direct comparisons.
