It is more akin to a large county fair or something that used to be called the Eastern Illinois Expo than a true 'State Fair'.
At the Delaware State Fair they have a specially marked and roped off parking area for handicapped individuals.

Going to the State Fair here in Delaware is a tradition for me and my family.
After the concert let out at around 10:30pm, Kim and I left the fair with my aunt and uncle, my great uncle, and what I think was my great uncle's daughter (but I'm not quite sure).
Christina after the fair: $2, two strings of cheap bead necklaces (pity prizes), two plastic drinking cups, and feeling like a used dishrag.

It was pig-damonium at the Delaware State Fair on Monday as four children who spent the last three and a half months raising pigs locally saw their projects come to fruition.
The goal was to get all of the pigs to weigh more than 220 pounds before they went to the state fair so they could participate in the hog market competition.
Entering the fair is free but the 4-H participants have to purchase their pig, which range in price from $50 to $65 and pay for feed which costs around $70 per pig.

At the Delaware State Fair in July, Diana Ash Wharff Jones, HP '65, '72M, scoops a mound of creamy, vanilla ice cream onto a baked apple dumpling to create a cinnamon apple sundae.
For years, the Joneses have been active as volunteers at the Delaware State Fair, and David still serves on the board of directors.
Jones and her husband plan to travel with their concession stand for four or five more years, working beside the many concessionaires who are their friends, as well as the fair-goers who seek them out year after year for some conversation and warm apple treats.
