Originally appointed to Babylon 5 to monitor Sinclair (and under order to kill him if he remembers his capture at the Battle of the Line), she saw a greater purpose, as part of a prophecy foretold by Valen.
This angered the Grey Council, thinking she is herself trying to become part of a prophecy, resulting in her replacement on the Council.
