The Delhi High Court had given a directive on the issue on April 28 to the Delhi Police Commissioner, the MCD Commissioner, the New Delhi Municipal Council Chairman, the Delhi Cantonment Board's Chief Executive, Delhi's Chief Secretary, and the Delhi Development Authority Vice-Chairman.
The court awarded compensation of Rs 2.57 lakh to the husband and three children of Rani Devi alias Rama Devi (45), a housewife, who was killed by a bull in Preet Vihar area of East Delhi in February.
The court fixed May 26 to decide whether to deduct the compensation amount from the salaries of MCD officials who were responsible for the areas in question.

Ten days later, all the judges of the high court held a meeting where a decision was taken to write back to the government saying its suggestion to buy Esteem was ‘‘not acceptable’’ as the outlay of the four required Balenos was ‘‘within the sanctioned budget grant of this court’’.

The unanimous verdict of nine High Courts relating to Habeas Corpus-that Article 21 is not the sole repository of life and liberty and that a detainee has a right of Habeas Corpus during the Emergency-was reversed by a 4:1 verdict of the Supreme Court.
The High Courts displayed courage whether it was on the matter of a detainee's right of medical treatment or his interviews with his relatives, or the right of a lawyers' association to organise a meeting, or to stay a High Court Judge's arbitrary transfer.
Fourteen judges of high courts who were a party to various judgements against the government were transferred from one high court to another without their consent.

The Supreme Court has upheld a Delhi High Court judgment quashing a Delhi Government notification to acquire land for the traditional annual festival of "Phool Walon Ki Sair" which was in vogue from the Mughal times before it was discontinued, and then revived in 1961 by the then Prime Minister, Jawaharlal Nehru.
The Delhi High Court had quashed the notification on the ground that the mandatory procedure, to hear the persons whose land was being acquired, was dispensed with by the Government without recording the urgency or the need for such dispensation.
But in this case, as rightly held by the High Court the decision of the Lt.-Governor to dispense with the Section 5 A inquiry suffered from the vice of non-application of mind.

So what the Delhi High Court said in layman's terms was that unless Naz Foundation India Trust was the aggrieved party (where Section 377 of the IPC was filed against them directly), they could not file a Public Interest Litigation (PIL).
The Supreme Court may decide to ask the High Court to hear it (which we are hoping for) but it may go to the same bench that dismissed it in the first place.
Someone might go ahead and ask the Supreme Court to look into the High Court's dismissal and if the lawyers are not familiar with the petition, then they may not withdraw it in time if the Supreme Court wants to give a verdict against the whole case of Section 377 of the IPC.

The Delhi High Court today refused to stay the "Bharat Uday Yatra'' launched by the Deputy Prime Minister, L.K. Advani, from Kanyakumari today.
The Bench issued the direction when the petitioner, on being asked, submitted that he had approached the Commission before moving the High Court.
Advani had violated the model code of conduct as he was misusing his official position as well as religious symbols for the campaign.
