  DELPHI METHOD : Encyclopedia Entry
The Delphi method was developed, over a period of years, at the Rand Corporation at the beginning of the cold war to forecast the impact of technology on warfare.
Later on, several extensions to the Delphi method were developed to address this problem, such as cross impact analysis, that takes into consideration the possibility that the occurrence of one event may change probabilities of other events covered in the survey.
Despite these shortcomings, today the Delphi method is a widely accepted forecasting tool and has been used successfully for thousands of studies in areas varying from technology forecasting to drug abuse.

Delphi method - Wikipedia, the free encyclopedia
The Delphi method was developed, over a period of years, at the Rand Corporation at the beginning of the cold war to forecast the impact of technology on warfare.
To combat these shortcomings, the Delphi method was developed in RAND Corporation during the 1950-1960s (1959) by Olaf Helmer, Norman Dalkey, and Nicholas Rescher.
Later on, several extensions to the Delphi method were developed to address this problem, such as cross impact analysis, that takes into consideration the possibility that the occurrence of one event may change probabilities of other events covered in the survey.

 THE DELPHI METHOD
The Delphi Method is based on a structured process for collecting and distilling knowledge from a group of experts by means of a series of questionnaires interspersed with controlled opinion feedback (Adler and Ziglio, 1996).
The group interaction in Delphi is anonymous, in the sense that comments, forecasts, and the like are not identified as to their originator but are presented to the group in such a way as to suppress any identification.
An improvement in forecasting reliability over the Delphi method was thought to be attainable by taking into consideration the possibility that the occurrence of one event may cause an increase or decrease in the probability of occurrence of other events included in the survey (Helmer, 1978).

 Delphi Method
The Delphi method is a structured technique used for forecast information in technology, business, education, science, and other fields.
The Delphi Method was invented as a result of an order given by U.S. Air Force General Arnold to create a report on future military technology.
The method was given its name in reference to the Oracle of Delphi, from Greek mythology who was supposed to have the power to infallibly predict the future.

 EurEnDel - Delphi Method
The Delphi method has been developed in the 1950’s and 1960’s by the RAND corporation to make forecasts on future developments.
The concept behind the Delphi method is to facilitate an expert "discussion" - in contrast to a simple survey - and at the same time allowing for anonymity of the participants:
"...Delphi was designed to provide the benefits of a pooling and exchange of opinions, so that respondents can learn from each others views, without the sort of undue influence likely in conventional face-to-face settings which are typically dominated by the people who talk loudest or have most prestige.

 MEDLINE_1996-2006 - Resultado página 1
BACKGROUND: The Delphi method provides an opportunity for experts (panelists) to communicate their opinions and knowledge anonymously about a complex problem, to see how their evaluation of the issue aligns with others, and to change their opinions, if desired, after reconsideration of the findings of the group's work.
Delphi studies have the potential to provide valuable information, yet few researchers have taken further steps to support or refine their findings.
Mixed method design within a Delphi study on midwifery practice is described, and a follow-up narrative study to examine the findings is presented.

 COMPUTER BASED DELPHI PROCESSES
The heart of a Delphi is the structure that relates all the contributions made by the individuals in the group and which produces a group view or perspective.
Early work with the Delphi method indicated that even experts in a given area differ in expertise in various sub-domains and that the greatest improvement in accuracy of estimates was obtained by weighing estimates by this type of difference (Dalkey, 1970).
Delphi, as a tool, has reached a stage of maturity in that it is used fairly extensively in organizational settings in either the paper and pencil mode or in combination with face-to-face meetings and Nominal Group Techniques.

The Delphi Technique is a useful decision-making tool that can be used to build consensus in situations like these, as well as in situations without marked disagreement.
The Delphi Technique was originally developed by the Rand Corporation to gather opinions from a group of experts (Patton 1986).
For example, the Delphi Technique might be used to develop standards by which to evaluate a controversial new educational program where various parties cannot agree on what issues are important.

 Dr.Bob on Delphi Method Overloading
Delphi 4 classes can have more than one method with the same name, which is also called method overloading.
Overloaded methods are marked by the keyword overload, and must be made distinguishable by different type signatures in their arguments.
In previous versions of Delphi, classes with more than one constructor had to use separate names for each constructor because there was no method overloading, yet.

Delphi structures the group communication process so that the group is able to tackle a complex problem while minimizing the typical biases and distortions that arise in group processes.
The method is not limited to forecasting; it has also been used for tasks such as evaluating possible budget allocations, delineating the pros and cons associated with potential policy options, distinguishing and clarifying real and perceived human motivations, and exposing priorities of personal values and social goals.
Delphi is appropriate when there is insufficient data available to apply quantitative methods or precise analytical techniques, and when large (discontinuous) changes are not expected.

 [No title]
This method resulted in a design with multiple parent/child dependencies between features that could only be edited on the whole, and not according to the specific feature that needed to be changed -- a problem commonly referred to as "hack and whack" editing.
Delphi's answer to the "hack and whack" school of design is horizontally structured modeling.
Delphi lost valuable time waiting for the process sheets to be delivered, and since the design had been re-created off- site, even more time was spent verifying the process sheets' accuracy before manufacturing could begin.

Predicting the Future: Have you considered using the Delphi Methodology?
Delphi is a group process and its goal is to help a group reach consensus.
Delphi should not be used with groups that have difficulty in reading or expressing themselves in written communication.

Delphi in a Nutshell: Chapter 2: The Delphi Object Model
Delphi does not have class variables, class instance variables, static data members, or the equivalent (that is, variables that are shared among all objects of the same class).
Methods in the derived class refer to the derived class's field, and methods in the ancestor class refer to the ancestor's field.
Delphi ensures that all fields start out at zero, but if the exception occurs in the middle of your constructor, some fields might be initialized and some might still be zero.

The Delphi effect may also be related to the "delphi pool" concept introduced in the novel "The Shockwave Rider" by John Brunner, which is a work of fiction, and not backed up by scientific research.
The "Delphi Effect" appears to be synonymous with the Delphi method.
The Delphi method is based on the assumption that group, as opposed to individual, judgement of trends can improve the validity of forecasts.

The Delphi Technique (named after the Greek oracle) was developed as part of a legitimate and ethical experiment conducted by the Rand Corporation (a division of the U.S. Air Force).
At the time (1996) I was very puzzled by all of this, because the name (Delphi) that people were using to describe the type of meeting I had experienced at my school district was in fact the name of something else that had almost nothing to do with what I had experienced.
The true Delphi Technique is a legitimate method for improving the accuracy of a group consensus that would only be used by someone having a true interest in the group's collective opinion.

Over the course of my discussions with all you fine folks and on one of the videotapes that Elyssa lent me, I have occasionally heard people mention something called the "Delphi Method", which is said to be used by the administrators of school systems when they get the local citizenry together for a pep rally.
In fact the "Delphi Method" described in this book is radically different and the intent of using this method is precisely the opposite of the community meeting method described above.
There may very well be a method out there called "Dephi" that has something to do with the stuff that goes on at our school meetings, but if that is the case then it is something entirely different from the Delphi Method that was developed at the Rand Corporation in the 1960s.

The Delphi technique was developed by the RAND Corporation in the late 1960's as a forecasting methodology.
Delphi is particularly appropriate when decision-making is required in a political or emotional environment, or when the decisions affect strong factions with opposing preferences.
Delphi has the added advantage that it works as an informal, subjective model when the decisions are based on opinion, and can be directly converted to a formal model, when the data is more knowledge-based.
