Congress, after all, cannot evaluate how well that law is achieving its intended purpose unless there is some widely shared understanding about what that purpose is. Police officers trying to solve a crime ask who had the means, the motive, and the opportunity to commit it.
Congress always has the option, to which it frequently has resorted, to waive a reauthorization requirement and to continue appropriating funds to implement a program even though the appropriation of those funds has yet to be authorized by law.
Congress and its authorizing committees could act on such legislation during the year that is supposed to be dedicated primarily to appropriations decisions.
