		The German Democratic Republic was proclaimed in East Berlin on October 7, 1949 in the Soviet-occupied zone of Germany, following the proclamation in May 1949 of the Federal Republic of Germany ("West Germany") in the zones of Germany formerly occupied by the United States, Britain and France.
		In Imperial Germany and later during the time of the Weimar Republic, territory that would become East Germany was situated in the center of the state.
		The party exercised its leadership role formally during the party congress, when it accepted the report of the general secretary, and when it adopted the draft plan for the upcoming five-year period.

		The Soviet Union was established in December 1922 as the union of the Russian, Ukrainian, Belorussian, and Transcaucasian Soviet republics ruled by Bolshevik parties.
		Revolutionary activity in Russia began with the Decembrist Revolt, uncovered in 1825, and although serfdom was abolished in 1861, its abolition was achieved on terms unfavorable to the peasants and served to encourage revolutionaries.
		The party, using its nomenklatura authority, placed its loyalists in leadership positions throughout the government, where they were subject to the norms of democratic centralism.

		It is claimed by Marxist author Lenni Brenner that The Zionist Federation of Germany even sent Hitler a letter calling for collaboration in 1933; however the strongly anti-Semitic Nazis rejected the offer and later abolished the organisation in 1938.
