Based on his informal service as Democratic leader in the 1890s, his Senate colleagues believed he was just the man to revitalize their heavily out-numbered party in the early 1900s.
Democratic senators who opposed the pending Panama Canal treaty sought to unite their party by proposing a rule that would bind all 33 members to any decision approved by two-thirds of the caucus.
Adoption of the binding rule promoted a distinction between the terms "caucus" and "conference." As these words came to be used, senators were in "caucus" when they discussed whether or not to bind the party's vote on a given issue; they were in "conference" when considering election of officers or general legislative business.

Pankiw served two terms in the Canadian House of Commons, representing Saskatoon—Humboldt in Saskatchewan from 1997 until 2004 as a member of the Reform Party of Canada, the Canadian Alliance, the Democratic Representative Caucus and finally as an independent MP.
By 2001, Pankiw's relationship with much of the Alliance caucus and especially the leader, Stockwell Day, was reported to be strained.

We have knowledge of telephone records, photographs, memoranda, e-mail communications and documents including but not limited to receipts, job descriptions and campaign literature that show contributions or services for a political purpose were or are being provided by caucus employees using state facilities and resources.
We also have knowledge of documentation including but not limited to photographs that show collaboration between Project Vote Informed and the Assembly Republican Caucus, which worked on behalf of legislative candidates who were the beneficiaries of Project Vote Informed's independent expenditures.
