HONG KONG (CNN) -- The territory's top justice official survived a vote of no confidence Thursday, but sharp accusations that she has compromised the justice system to please Hong Kong and Beijing leaders left her image in tatters.
Secretary for Justice Elsie Leung has come under sharp fire in a variety of recent controversies, including her decision to refrain from prosecuting a prominent publisher in a circulation fraud case in which the publisher was named as a co-conspirator.
The Hong Kong government was not pleased with part of the wording and asked for a clarification from the court, but Leung soon was attacked when it emerged she had approached Andrew Li, chief justice of the Court of Final Appeal, to alert him that the government's request was coming.

Under Article 153, the views of the Hong Kong SAR Government have to be sought before international agreements to which China is a party (or becomes a party) are extended to Hong Kong.
From 1997 onwards, the Central People's Government on consultation with the Hong Kong SAR Government has entered into agreements and arrangements for the Establishment of International Organisations in Hong Kong with several international organisations regarding the maintenance of offices by the latter in Hong Kong and conferring certain privileges and immunities on these offices.
Further inquiries on the application of bilateral agreements to the Hong Kong SAR may be made to the International Law Division of the Department of Justice at ild@doj.gov.hk.

U.S. citizens who arrive in Hong Kong with an expired or damaged passport are detained, sometimes fined and are refused entry and returned to the United States at their own expense.
A Hong Kong driver's license may be issued without a test to individuals who hold a valid U.S. driver's license, provided they have resided in the United States for not less than six months.
However, under an agreement between the United States and the PRC, all U.S. citizens entering Hong Kong on their U.S. passports, including such persons as may be considered PRC nationals by the PRC authorities, are considered U.S. citizens by the Hong Kong SAR authorities for purposes of ensuring consular access and protection.

Hong Kong resident Dickson Yao was also arrested at the airport by the ICAC, and Honduran Consulate General Herby Weizenblut was briefly detained and questioned.
Five additional Hong Kong residents were detained on Monday by the ICAC for their suspected involvement in the alien smuggling ring.
