What must be remembered, however, is that the scenes in the "Department of Mysteries" occur within the basement offices of the shallow, decadent and inept bureaucratic government of the wizarding world, known as the Ministry of Magic.
This is an attitude that Plato exposes in his Euthyphro, in which the rigidity of the doctrinal possessor of Mystery is personified in the character of Euthyphro.
Socrates was executed because he penetrated too far (and too publicly) into the Athenian plutocracy's "Department of Mysteries." He showed that the separation from the collective ego may be said to begin with an inner rejection of its tendency to claim ownership on the basis of secrecy.

In June of 1975 with decent NEWT scores under his proverbial belt, he entered into the Department of Mysteries to train as an Unspeakable.
As an Order member, Sturgis became the Order's eyes and ears in the Department, and here is where I say that this is backstory that can be constructed with perennial Order members as well as Rookwood - since he was the Death Eater in the Department of Mysteries.

The most important of the various departments, this one is a combination of police and justice facilities.
The most relaxed department (posters for favorite Quidditch teams are found tacked to the wall in its entrance corridor, although it should be noted that some Aurors have also tacked up similar posters in their cubicles) deals with such sports-related pastimes as organizing the Quidditch World Cup and the Triwizard Tournament.
According to Albus Dumbledore, behind that door is the most mysterious subject of study in the Department: a power more wonderful and terrible at once than death, intelligence or nature, a power which Harry possesses in droves and Lord Voldemort not at all.
