In 1999, the previous six departments were each split into two halves, forming the current 12.

 Anti-Slavery - Trafficking Benin synopsis
The number of trafficked children being intercepted at the Benin border rose from 117 in 1995 to 413 in 1996 and reached 802 in 1997 (official statistics quoted in UNICEF, "Report to the sub-regional workshop on the trafficking of child domestic workers, with particular emphasis on the girl-child", July 1998, Cotonou, Benin).
The research is based on interviews of 884 people, 654 in Benin and 230 in Gabon, and includes interviews with children who have been trafficked; children who are preparing to be trafficked; families of the children; and recipients of the children after they have been trafficked.
Interviews with children in Benin who were at risk of being trafficked or actively preparing to be trafficked, revealed that their parents were extremely influencial in persuading the child to cooperate with the trafficker.

 Government Human Rights Commissions in Africa - Origin and Mandate
The powers vested in a human rights commission should include the ability to seek settlement through "amicable settlement," "binding decisions," or "where necessary, on the basis of confidentiality." Petitioners should be informed of their rights and remedies and access to them promoted by human rights commissions.
It is certainly true that compliance with the Paris Principles, many of which set a high standard, will augment the chances of ensuring an active and serious human rights commission.
But, as this report illustrates, even compliance with these principles in a founding statute will not ultimately guarantee a robust commission without commissioners who are committed to making respect for human rights a reality and are willing to stand firm in the face of inevitable resistance from other government departments.

I spend a lot of time with my Benin cohorts, including my husband Raed, who I met in Benin, and the large number of RPCVs in the DC Area.
Since I left Peace Corps, I went to South Dakota State Unversity for a MS in Soil Science, then volunteered for four years at a small rural university in Bolivia, teaching, managing laboratories and running an extension project designed to help students learn while helping communities improve human health and nutrition and farming practices.
From 2000-2002, I had the honor of being FOB President Friends of Benin.
