Tim Hopkins of Scotland's gay and lesbian Equality Network said, "Something like 70 to 75% of people in Scotland have either thrown their ballot paper away or have voted to repeal Section 28 and that's the most significant thing." He said, "It is clear this is not a competent way to decide the law.
