In the United Kingdom, the Speaker of the House of Commons is the presiding officer of the House of Commons, and is seen historically as the First Commoner of the Land.
Thus, the Speaker may disallow a closure, which seeks to end debate and immediately put the question to a vote, if he or she finds that the motion constitutes an abuse of the rules or breaches the rights of the minority.
The Speaker does not vote in the division, except when the Ayes and Noes are tied, in which case he or she must use the casting vote.

QUETTA, June 29: The Deputy Speaker of Balochistan Assembly, Mr Mohammad Aslam Bhootani, has criticized the opposition leader for threatening to 'break his legs'.
Mr Bhootani rejected the allegation by the opposition leader that he (Mr Bhootani) had given the ruling against his privilege motion on the directive of an army officer and an agency.
The deputy speaker said that it was the house that had rejected the privilege motion, and he had merely announced the decision of the majority.

The election for the deputy speakership of the Lok Sabha, scheduled to be held tomorrow, has been postponed till the next session of the house.
A decision to this effect was taken by the speaker, G M C Balayogi in consultation with the leaders of all political parties represented in the house.
She said the election for the deputy speaker's post could be postponed for some time and a consensus could be evolved on the issue.
