Derek Francis Quigley (born 31 January 1932) is a former New Zealand politician.
Quigley was born in Waikari, a small town in the northern Canterbury region.
Quigley's main opponent (and Muldoon's strong favourite) was Duncan MacIntyre, a long-serving Muldoon loyalist.

In the 1996 election, the first conducted under MMP, Quigley was returned to Parliament as an ACT list MP and chaired the Foreign Affairs, Defence and Trade Select Committee during the next three years.
Quigley did not stand for reelection in 1999 and was immediately appointed by the incoming Prime Minister to review the contract the previous government had signed with the United States for New Zealand to acquire 28 near new F-16 fighter aircraft.
Quigley advised the government to renegotiate the contract and acquire a lesser number of aircraft.

The Labour-Alliance Government's rejection of the Quigley Report recommendation to lease 14 F-16s was one of the most serious defence decisions in the last decade.
As Derek Quigley has pointed out, there is no likelihood of purchasing or leasing replacement aircraft any cheaper than the F-16s.
The reality is that New Zealand always has to be on the hunt for good deals and, as Derek Quigley said, this was a good deal.

There was a hostile reaction to this step from a number of informed retired military officers and other lobbyists who were doubly aggrieved that a proposed purchase of up to 28 F16 fighters from the USA to replace the aging Skyhawks had not been approved.
Even though a smaller number of these aircraft was proposed by Derek Quigley then acting as a consultant for the Government, the whole scheme was dismissed on the grounds of costs with the explanation that the money saved could be better spent elsewhere within a "Force Structure" better suited to New Zealand's needs.

 Scoop: ACT urges caution over F16 contracts
The ACT Caucus welcomes the appointment of the Hon Derek Quigley to conduct an independent review of defence spending, ACT Leader Richard Prebble said today.
"Derek Quigley, who chaired the first ever Parliamentary review of defence and also conducted the Quigley Review in the 1980s is very well qualified for the task," Mr Prebble said.
Claims that the contract is really $1.2 billion do not appear to ACT to be credible but no doubt the Quigley review will reveal the true situation.

In a sudden late amendment to the Accident Insurance Bill introduced by ACT MP Hon Derek Quigley, and passed by Parliament on 11 Dec 1998, this ruling was over-ridden.
The Government reluctantly agreed to Mr Quigley's amendment when it became clear that ACT had enough votes of support from other opposition parties.
Mr Quigley said that "The judges' concern that offenders shouldn't suffer double punishment, through the Criminal Court and then through the Civil Court for exemplary damages, should not outweigh the right of victims to seek a legal remedy in their own name".

The current situation is as follows - Helen Clark has asked Derek Quigley to carry out a review of the lease-to-buy deal (signed earlier in the year by Doug Graham).
This is the deal involving the 28 F16 warplanes which were offered to the NZ government by the US government while still the property of the government of Pakistan.
It is a matter of the greatest urgency that you raise your concerns re the F16s deal with the Prime Minister, Deputy Prime Minister and Minister of Defence, and urge them to cancel the deal immediately without waiting for Derek Quigley’s review to be completed in March.
