The experience of Quebec is similar to that of other nations in that the specific character of its culture has been determined by its history which has taken place in a particular environment.
Quebec's political history has been marked by the struggle to preserve its French and Catholic roots on a North American continent where the majority of the population is and has been English-speaking.
The national heritage must remain in the possession of the people of Quebec, and it must be recognized that cultural properties belong in their place of origin.
