A city designated by government ordinance, or Government Ordinance City (政令指定都市 seirei shitei toshi) is a city of Japan that has a population greater than 500,000 and important economic and industrial functions, and that is considered a "major city" in Japan.
Designated Cities are delegated many of the functions normally performed by prefectural cities, making them almost on par with the prefectures themselves.
Sakai, Niigata, and Hamamatsu are all slated to become designated within the next three years.

If a city or town qualifies under sections 11A through C for more than one central core, it is assigned to the core to which commuting is greatest, unless the relevant commuting percentages are within 5 points of each other, in which case local opinion as to the most appropriate assignment also is considered.
An MSA designated on the basis of census data according to standards in effect at the time of designation will not be disqualified on the basis of lacking and urbanized area of at least 50,000 or a total MSA population of at least 100,000.
