It gets its structure from the step.rc and uses a syntax like the popup, but, instead of *popup it uses *deskmenu e.g.
If DeskMenuIconSize is > 25 then DeskMenu gets the big icon from the application (the 32x32 one) not the small one (so it looks better).

For window manager I chose XFwm4; because it is based on Oroborus, it can use Oroborus’ helper apps like deskmenu and desklaunch.
I decided to use deskmenu to allow for a graceful logout if needed–middle-clicking brings up the menu, but I removed all other entries.
I decided against desklaunch for the desktop icon because it launches an app with only a single click (there is no option to change this to double-click) and instead went with iDesk, which allows me to lock down the icon on the desktop and launch an app with a double-click.

DeskMenu is a mix between a popup and a shortcut...
Even if its appearance is the same as the popup's one, its structure can be configured in the step.rc, so you can have some programs in the popup and some others in the DeskMenu.
It is specially targeted at those that want shortcuts but don't have the time to edit some graphic to make their own (like me ^__^).

And if, for some reason, you need to get to the actual desktop, DeskMenu can help you get there faster.
To get it back, double-click its icon in the Power folder you placed on your desktop (or wherever you've moved it to), or wait until you start Windows 95 again.
