In my opinion Destiny of the Daleks is a more superior production to The Horns of Nimon, though because it deals with the Doctor's most feared enemies in a decidedly less than satisfactory way, it seems to be the brunt of more flak than the other story.
This is very apparent in Destiny of the Daleks and the story inbetween might never have happened such is the invisible effect or reaction it has on the Doctor and Romana.
Destiny of the Daleks can perhaps be said to have at least one or two redeeming features.

It's not really fare or accurate to call Destiny Of The Daleks a sequel to Genesis of the Daleks, as the only real similarity is that they both are set on Skaro and have Davros in them, but it's pretty hard not to think of this as a big comedown from that wonderful classic.
Destiny of the Daleks retroactively violated one of Doctor Who's most powerful scenes, Davros' death, but since that was already done, it was up to Saward and Aaronovitch to make the best of a bad situation, and they did.
Being the first Dalek story after Genesis is always going to cast a bit of a shadow, and, true, Destiny of the Daleks isn't as good - the sheer scale and profundity is inferior to Genesis, but Destiny of the Daleks didn't have the luxury of being a six-parter.

My biggest gripe with the story is that like many others usually with the word “Dalek” in the title, is what could’ve been a great cliffhanger at the end of episode 1 is spoilt by the fact we already know Daleks are going to be involved.
For instance, the plot with the Daleks and Movellans at an impasse is amusing and intriguing.

Terry Nation's depiction of the Daleks as invading Nazis, as typified in 1960s stories like The Dalek Invasion of Earth, is turned up several notches here: the allusions are constant and unpleasant, from Aryan notions of racial purity, to jackbooted soldiers and Nyder's Iron Cross and, of course, everything about Davros.
